Patrick Warren serves as Vice President of Regulatory Technology for BITS—the technology policy division of the Bank Policy Institute. Pat leads BITS’ regulatory engagement on cybersecurity, technology, and resiliency.
Before joining BITS, Pat served as an Investigative Counsel for Senator Rob Portman (R-OH) on the U.S. Senate Homeland Security and Governmental Affairs Committee. In that role, Pat was the lead counsel for oversight of cybersecurity, including the SolarWinds and Colonial Pipeline attacks. He also helped draft and negotiate legislation on federal cybersecurity reforms, data breach notification, and data security including the Cyber Incident Reporting for Critical Infrastructure Act. From 2018 to 2021, Pat served as Counsel for then-Chairman Portman on U.S. Senate Permanent Subcommittee on Investigations.
Pat received his J.D. from William and Mary Law School and his B.A. from Manhattan College.
